Why can’t you get micro bots on any other survivor

I think you can if you get a red item and using the Artifact of Command, but I'm not sure

I know you can get it potentially if you use that one shrine that makes your inventory all one item

Shrine of Order?
But that literally removes all your other items, I usually stay away from it because of that reason

Exactly why I never interact with it.
It deletes almost all of your items and gives you 10 stacks of a random item in return.
