That just summons lightning on the command block. What will that do?

no, the "as @e" selects every single mob and then the "at @s" applies to every mob selected, which will repeatedly summon a lightning bolt on every single mob around the command block and it will just crash the game (speaking from experience)
1. get a command block (idgaf how u get one)
2. place it on the world spawn point
3. set it to "always active","repeat" & "/kill @e"; and the server will forever kill all entities repeatedly 😈😈😈
