Well, Bill's powers wouldn't work. He only has power with Gravity Falls, Oregon.
Sans is defo strong, but c'mon, the ENTIRE Regular Show cast could easily take him down. PLUS the Ghostbusters, Sans doesn't stand a chance

Sans might die quickly, but Bill can open up the portal shown in Weirdmaggedon, the chaos bubbles, he can control people and even turn ppl into puppets, he's a master at mind games, so he could persuade one of the members of the ghostbusters into allowing Bill access into their mind, etc., etc.
