I was watching artists design fakémon from the same description and did one myself. This is Blinx, the illusionist Pokémon.

The general design is heavily based on the cut character Shapeshifter from A Hat in Time. The shiny colors are derived from the Shapeshifter as depicted in the Shane Frost animatics.
