no, because the stair would have to be in between the space of what ill call block X (the lowest one to the left) and Y (the one above X one block to the right)
Its only possible for a block to travel in whole block integers. (hence why pushing a fence moves it to the center of the next block if you glitch it to not be connecting) so block Z (the one you propose) is not possible, despite the potential orientation.
