More or less correct. The reason why Paul stated that being gay in general was bad was because it wasn't normal in the ancient world in general at the time.
"In the ancient world, same-sex behavior between men was regarded as shameful and unnatural because it reduced the status of the passive male to the lower cultural status of a female. But for Christians who believe that men and women should have equal value in Christ, that logic doesnβt apply."
Also, at the time Paul was writing this, homosexuality was markedly common in Rome and Greece, so it makes since why he was even addressing it. However, one notable thing about homosexual culture in the ancient world is that it also frequently incorporated pedophilia and pederasty, while modern homosexuality tends to be exempt from that in most cases (except for that one recent case about a disgusting gay couple who groomed their prepubescent children). So it basically made since regardless for Paul to denounce the things they were doing over there.
And actually Rome facing such a large absence in morality by permitting such vile acts as pederasty is also probably why it fell as an empire too
