Further proof for this: Papyrus never moves while fighting. sans, Undyne, Muffet, Asgore etc they all move. Why not Papyrus?

How much the monsters move depends on how much effort they're putting in the fight. Papyrus is just static, which means he isn't even trying. And since flowey knows papyrus well, he knows he's strong, so he wraps papyrus with 4 vibes instead of 2 like for the rest of the monsters. Undyne further confirms this, saying that she knows papyrus is tough but he's too pure to hurt anyone.
