Yep they are. How Atlas even got in this situtation is because he refused to help the Father to defeat the titans, and after the Titans were defeated, Atlas was punished by being transported to a limbo between realms. In this limbo, he would have all the restraints bolted and fused to Atlas's body, just so he can not leave. And due to him being a god, he cannot die of old age or natural causes like starvation or dehydration which caused him to look frail and old.
