It's when (one) of the stream owners remove all other owners or moderators in a stream and sometimes disables posting

The user was named arkuum that deleted mods and owner in this stream

You see arkuum is a person
After getting owner... he removed all other owner and moderator and deleted his account
when this happened people decided to name this event after him calling it the "arkuum"
