IMGFLIP_PRESIDENTS is dead because, as the stream description says: "All are welcome to run except that one guy". And ever since "that one guy" was banned, there haven't been any proper elections. Because "that one guy" also just so happened to be the stream's most active and (in)famous user. And they banned him.

Perhaps it can be revived? A jump start so to speak

If "that one guy" gets unbanned, maybe. But this stream is effectively a dictatorship run by the owner. Not a real democracy. That's what has always proven to be the biggest challenge to keeping this stream alive.
