Why did Joe forget to pardon the rest?

Jim & Hunter both, never conducted one piece of "business" that did not have to do with intimate access to some branch of the Federal Government.

His sister was obvious, as she contributed a lot to his campaign. His brothers are a little more surprising. Just a little.
