It's unconditional in the eternal realm where only God can work not in our temporal time. Man is radically depraved. True, it's IN man's entirety but it ISN'T man's entirety. The dead spirit is the disconnect from The Holy Spirit. Man was still human after the fall. The individual soul is riddled with sin but still has remnants of God's attributes left in us after the fall that still have the KNOWLEDGE of good & evil. In combination with those attributes we have the Atonement that took away the SIN OF THE WORLD. This means Jesus took the wrath of sin upon Himself for man so man could be saved. If you're human & you sin then it's atoned for. The elect are still sealed since God knew with His foreknowledge & middle knowledge who would receive the call of the Holy Spirit in each person's temporal life. In our life we see evidence of Him everywhere, receive calls by hearing His Word in multiple ways or by a miraculous touch if need be, tragedy, Christian witness or even supernatural revelations at times. With the leftover attributes, the atonement for sin given, evidence of God everywhere & calls from the Holy Spirit we receive His gift by faith. He predestined us to seal His kingdom from falling. Satan, demons, our humanity riddled with sin & the clean up internally that only He can do plus our discipline of our wills would destroy His kingdom so He did predestine us but we are elect based on His foreknowledge & knowledge of all possibilities. If we receive Him in our temporal lives & do as He instructs in scripture, not perfectly but actively confessing, trying, praying, testing spirits, asking for His wisdom & discernment etc we are predestined.
