I'm gonna have to disagree with you there.
I have seen Sans in fanon portrayed as one of two things.
1- funni bone man, no other purpose
2- badass judge, uses the black eyes every other line, will kill you without remorse or purpose while making one (1) joke
Canon Sans, when compared to most fan interpretations or AUs, is fairly weaker. But he also still has Gaster Blasters, and he is the hardest boss, at least on a Genocide run where two bosses become one-hit. When compared to the fan Sanses that give him no purpose but comedic relief, he is incredibly strong.
Also, outside of a Genocide run, he isn't exactly weak either. He's still the judge. He's still gonna know everyone you killed and all those you spared. He even knows if you have the Snowman Piece in your inventory by the end of a Neutral run. He's aware of resets (or, at least, can remember outside of them) as shown by the line found after resetting a complete Genocide run, "Human, I remember you're GENOCIDES." He also wants to keep Frisk safe, as he made a promise to Toriel that he would. And he's been doing a pretty good job, honestly, because he sells hot dogs to heal you
