I think that a way to get rid of upvote begging memes is to create an upvote begging stream and announce it to the fun stream. Wait for a few days after an upvote beggar posts multiple upvote begging memes and then disapprove the images (don't put a reason or note for the beggar to not get a notification) and wait for more upvote beggars and do the same thing to them.
