Normally I wouldn't recommend Yakuza games to people because Kiwami is the one you need to play FIRST.
But Judgment is its own thing, it's fun by itself, and you don't need the Yakuza storyline to understand what's going on.
So yeah, this can also be a good introduction. Yakuza Kiwami is better in every way though.
