It wouldn't work if they were just "mixed". Carbon is a solid at room temperature while bromine is liquid. The most effective way to do it would be by bromination, which can be achieved by adding methane (CH4) to two bromine atoms (Br2) and replacing the 4 hydrogen atoms in the methane with bromine. A less effective but easier way would be boiling tetrachloromethane (CCl4) with aluminum bromide (AlBr3) which would produce lots of aluminum chloride (AlCl3) with some carbon tetrabromide (CBr4). Make sure to wear goggles since boiling these can be an eye irritant.
