No cause first of all deku has mote hair than luffy second deku's hair is more curly and luffy's is more straight and there totally to different people they have no connection whatsoever
no, Izuku is smarter and more tactical and organized....luffy is.....luffy is just dumb as hell, the only thing they have in common is that they have immeasurable determination and unique abilities, except Izuku's powers are probably stronger.
even when it comes to appearence, their body shapes and facial features look nothing alike, even their skin tones are different....and Izuku's hair is bigger and fluffier, while luffy's is shorter and messier.
