I have no idea what it really means but every time it pops up my computer becomes a potato

It probably is that you have a virus and signifies your pc is hooked up to a botnet. A botnet, meaning your pc is being used to spam emails or do illegal shit like using your pc as a middle man for sending viruses, cp, etc

no dude that's one of the icons for an internet it constantly flashes on and off
I changed a few things on my internet settings and look at this it's back to normal

I believe that is the ethernet disconnected icon
I'm not 100% sure tho
