God sends people to hell, as a punishment. Satan does not give a shit about anyone, just as long as people aren’t going towards God. When Satan first refused to serve God, he never thought about other, he only thought about himself and bad things. That’s why hell exists, to serve as a place for people who reject God. Satan does not directly punish the people himself, but his choice led others toward hell.

He allows free choice, because he loves everyone. That’s why he doesn’t prevent bad things. Also, most bad things can lead to even better things
