Explanation: The Elder Council does recent purges on Hell to keep the poplutation in check so Hells poplutation doesnt grow higher then Heavens, which risks Heavens safety. The usually send Yuras and Gods Fist for the purging as they watch.

Its not likely for Heaven to be in shambles, as they have done the Purging for Billions of years. However, it would be time to panic if Yuras dies in battle, as he is the one that controls all military might.
