He has every right to kill his entire family. They treated him terribly. In fact Boltam should just go and kill everyone who has wronged him. But he hasn't

Well, it was mainly due to a freak accident that happened that basically made it seem that Boltam killed his mother, which in turn made Deadeye and his father hate him. Boltam was also betrayed by The Golden Hogs (the gang Boltam was in as a teen) and was basically left for dead at the mercy of Deadeye
