the reason even those who were born after the war (eg. marshall, psyshock and his children) have pre-war versions is due to the fact in 2290, a large gamma ray burst that narrowly missed the solar system caused several tears in spacetime on earth, each one in a different area. those who entered the "temporal rifts" were transported to 2009 in a random location with all of their memories and knowledge intact as well as their current physical form. in 2029 the same temporal rifts were found in their same location as they were in 2290, transporting those who existed then back to their original time
