Inclusion is a word that has lost all meaning. Including everything is a bad thing. Why not include 4 year olds? Why not include illegal immigrants? English is the official language of the U.S. so why would someone need to vote if they don't know the language. I'm not saying there can't be citizens who don't know English, but the majority of them are illegal immigrants who should not vote. Also, sorry for the late reply, I didn't see it.
