I was trying to find a shiny psyduck for my sister and none of them were shiny even with full odds

Literally just now I found a shiny buizel and a shiny rockruff neither of which had boosted odds, it was just the shiny charm, but with possibly maximum odds I still cannot find a shiny psyduck

Okay I literally just now found one after hours of searching
