From what I've seen it really depends on experience. An experienced shooter of about 5 years would be able to hit a shot from 500m it just gets exponentially harder to hit a longer shot with a sniper rifle.
For example just a 1 year would be able to hit a shot from 200m, yet you need to train for 5 years to hit a shot from 500m even though the math from the 1 year should allow you to hit a shot from 1km.
It just gets exponentially harder to hit a longer shot with a sniper.
