I don’t get what this meme is saying

I'll explain it, but it won't be funny afterwards:

On December 11, 2022, a YouTube video called "If Star Wars Villains Were Charged For Their Crimes" by Mousait was age-restricted by YouTube. The user clearly also stated that the highest-rated movie in the video is PG-13, and it isn't fair. Despite this, YouTube still said it should be age-restricted; this is currently the worst age restriction on YouTube.
