An anarchist literally wants to see the world burn, hates authority, authority figures, and laws, aka anarchy. A dictator, however, would rather have set laws for their country, one of the most well-known dictators actively tried to restore his country, as well as two others for resources. I have never heard of an anarchist trying to rebuild a country to its former glory.
