After you beat Wallace, I think you need to get the rock smash HM, which I think there’s an npc somewhere who gives it to you, you can get rid of the boulders blocking your path north of mauville then go to meteor falls after that

Go through route 111, then to route 112 where you can get to the firey path, go through there, continue up route 111, go through route 113 and get to fallabor town, then go through route 114 until you reach meteor falls

how do i get through the sandstorm?

You get past the sandstorm by going through firey pass
