why does everyone hate chipper?

I don’t hate or like him, I just wonder why he exists. If I knew him better, I would’ve possibly rated him higher.

Now if it was like Helpy's UCN mechanic (Loud noise), I would've rated her as so. But since it's just a picture of her and a sound, she's ranked slightly higher than annoying.
