When a new Congressman is elected, they're told at freshman orientation that they owe the NRCC a certain dollar amount. Usually around $75K by the end of the quarter. If they don't pay the money they have no chance of getting on any committee.
Because many of them come from districts filled with working class people, there's no way they can raise that kind of money. The lobbyists know this. They swoop in to tell them that they can give them the money if they play ball.
This money is owed to the NRCC every quarter, it never ends. So the new Congressman are forever enslaved by the lobbyists. The more you raise the better the committee assignments, thus you need to continue to do the bidding of the lobbyists. In the end, their voters are the ones who get screwed because they never follow through on their promises because the lobbyists interests are the opposite of their voters.
