I don’t know much about Dialga, but Palkia in it’s base form is able to control time (I think)

So maybe Palkia

Dialga can also control time with its roars.

In lore, Dialga would win because he can just trap Palkia in a time loop. Palkia is faster and has a better special defense. Dialga has more defense and roar of time is stronger than spacial rend. Spacial rend is weaker than roar of time but roar of time needs some time to recharge.
