everyone basically stopped what they were doing when COVID came. the Afghanistan war stopped in 2021 and war between Russia and ukraine only began after vaccines were made.
the health and safety allows citizens to live. Dead citizens cannot pay taxes. Without taxes, this government wouldn't have money to do any of the above
