You are really right! In FNAF 3 itself, in the first audio of the late Phone Guy he says: "The animatronics are set to turn and stop toward the sounds." And the animatronics are (obviously) Fredbear and Springbonnie who are the only ones who have springlocks. And this springlock programming means William can't control his "new" body properly. Making him (even though he doesn't want to) follow the sounds of a child.

Well, it's very likely that after the fire at Fazbear Frights, William managed to control his costume a little better (aside from losing his arm) and even managed to speak again (although the reason he doesn't speak in FNAF 3 is because Scott doesn't I had money to pay a voice actor).

In my theory, William may have removed some parts of the suit after the fire (since the suit was even more destroyed and he even used scrap metal to try to rebuild himself, including his arm, he may have ripped it off and sharpened it) and the springlocks broke the strings William's vocals as stated in The Silver Eyes. It is very likely that he removed the springlock that ripped off his vocal cords and returned to speak some time later (since FNAF 6 takes place a few months after FNAF 3).
