I have no darn idea of how this image could be against tos, because the flagging feature's 'abuse' choice is only if an image uses something against the terms.

Is there an option to block him from flagging posts

The feature of flag banning has sadly yet not become a feature, but if it was a feature already, some people would be permabanned from flagging posts incorrectly just to add the comment that the user flagged should commit(example from what Skibble has done himself, flagged an image for abuse then added the comment that the person should commit).
