Because if the whole bag was just potato chips and wasn't air sealed, by the time the bag got to the store the chips would have been crumbled to dust because of the truck's movements.

And before some "genius" asks: What do trucks have to do with Potato Chips bags being mostly air. Packages of Potato Chips (along with your soda, cereal, meats etc.) are delivered to the stores by trucks. Products like Potato Chips are air-sealed, also the same reason why sometimes items like, movies, video games, video game consoles, plastic objects or glassware have bubble wrap on them. So that the movements of the truck doesn't disturb the contents inside.

There are a few reasons: the main one being that these treats are sold by weight and not by how much volume they take up [and they are getting smaller all the time, slowly for the same price]. The bags are made purposely big though, so it looks like you are getting a lot for your money (to help you spend it on the item). They also 'settle' when in transport (everything moves and shuffles to the bottom most parts). Like breakfast cereal in boxes, some bags even say "Sold by Weight and Not by Volume" so they can't get into trouble for 'tricking you' with their big, oversized bags that are half full... Just thinking about all of this makes me /sadface
