The law won't ban TikTok specifically, it will just let the government ban any site they want if it isn't hosted in the u.s. So basically, it will just let them ban any news site that says anything they don't like.

Not true, most American news sites are in America, so most news organizations would still be around. If their true intention is to censor news media, this would not be their strategy. Even if it was, they'd have to prove that
a) the site is from a US enemy like China, Russia, or Iran, and
b) the site takes data
Even then, the site would still be available to most users as an app or apk
