My theory: if we look closely, we can notice that the ocean in the first picture has a darker blue than the sand and water surrounding the characters, implying it's simply deeper water like in underwater caves entrances.

But there is no rain deep underwater is there

For the rain: Maybe it's the water ascending from the underwater caves because of radioactivity idk

For the paint: It's probably not paint, but a colored substance that acts similiar, but can stay underwater idk im not a scientist

There is one thing going on in my head from reading that.
