If you're asking if it allows you to publish GIFs with sound while bypassing Imgflip Pro, no it doesn't. It merely allows you to "preview" the sound.

For the latter, it depends on the template. Some templates have sound, while others, not at all.

You will know that when the sound button is functional (white) or non-functional (gray).
