World generation will often leave floating sand, gravel, and sometimes even water or lava source blocks
Among this you may find a lava source block in the ocean or floating snow carpets

It’s normal. They were too lazy to update the sand so it falls, so they just added particles.

its actually intentional some sand floats on purpose and the particals are a "warning"
