Believe it or not, that is totally normal
World generation will often leave floating sand, gravel, and sometimes even water or lava source blocks
Among this you may find a lava source block in the ocean or floating snow carpets

It’s normal. They were too lazy to update the sand so it falls, so they just added particles.
