How it goes:
1. Phone rings.
2. Someone goes to answer it, and starts with a "Hello?" or in some cases "BubbleTale residence, [Name] speaking."
3. Something random happens, like water or smoke coming out of the receiver
4. Someone else asks anything along the lines of "Who was it?"
5. The person, unamused, answers the question by saying who it was (in this case, being the water department)
