The Cultists are Dragonics. They act almost exactly the same, worshipping Dragons and killing anyone who dares go against them. The Cultists worship the Deceiver, which IS a Dragon, in similar ways to the Dragonics. On top of all of that, the Cult is heavily centered in the Inkverse, where the Dragonics reside. Even the minor details, like how the "Special" Cultists wore blood red robes, the same color as Dragonic skin.
