I'm not sure, and certainly there are a lot of dynamics in the situation.
But my top-level read on it: after de Blasio's black lesbian wife disappeared more than ONE BILLION DOLLARS with TriveNYC's magical cure for mental illness, which consisted of turning the crazies out of their facilities and inviting them to live in the subways, most of the MTA police officers found other things to do. After all, trying to keep order in a subway system that's suddenly become a no-holds-barred insane asylum, where EVERYONE has a knife, is kinda a hostile work environment.
