ROTFL! They're the Pakleds, used on the show as overt comic relief—a living, breathing example of the Dunning-Kruger Effect (people so stupid they think they're smart because they don't know how stupid they really are!).
When we first see them, Picard is away getting a much-needed artificial heart replacement (something he's been exceedingly reluctant to do!), so Riker is left to deal with this race of aggressive morons whose main (likely sole) advantages are brute strength and low animal cunning—in other words, Trump supporters.
