I know of a stream that this would be useful for, since the owner there harasses people and tells people to commit suicide

Here's a wonky idea: What if we could report streams or request stream removals? We have "request image removals", but it would be really useful to be able to report streams for what they center around, or what the majority of content in the stream is, especially if made by a person of higher authority in a stream. If the stream is deleted via report, the owner who created the stream would be unable to make another stream for a duration of time and would be given a warning. If it happens again, they'll get a second warning and a longer duration of time. A third warning would be the last strike, warning that if it ever happened again they'd be completely incapable of making or owning a stream. I'll give some screenshots as an example in comments, once I get the buttons edited in properly.
