I would say no, because it gives moderators too much to moderate in addition to all the streams.

If yes, I would (1) lock it behind Pro or (2) have a cooldown for changing them, like 1 week, so moderators have an easier job

The reason why custom icons need moderated is that nothing inappropriate like porn or gore is added. Even though this is a 13+ meme site, there are <13 kids here too. We don't want to traumatize them.
