countries are sometimes referred to as "independent states" although here in the us it gets a little confusing because we have subdivisions called states
the states within the us are not countries
however the term state can also be used to refer to countries

A country made up of tiny states that are independent and can make their own decisions
That's literally what the US is

Technically they are
They all have their own governments
So if they broke off from the rest of us
They'd be fine
USA just has a different name for them. USA States would work on the same principles as any other country. That would allow them to function as a country if they needed to
