Theoretically it doesn't necessarily HAVE to be an Eeveelution. Take me for example, mine is a Rockruff. Scrap has that Mismagius who's name I forgot, Lati is a Latios, Cinder is a Cinderace (wherever Cinder went anyway), etc.
