One of the reasons is because B-O has an unappealing design. Probably the biggest reason, though, is that The Force Awakens lost tons of respect in later years. When it was respected, BB-8 was a symbol of the movie, and everyone loved him for it. Everyone was fed up with the sequels when The Last Jedi came out, and we just wanted to get The Rise of Skywalker over with.
