No, because people will find workarounds anyways

The "best" way to stop underage users would be to use IDs. And it's not the best because:
1. It's a major blow to privacy.
2. You can still find workarounds. Kids can simply get their legal guardian's ID and photo to Sign Up without the legal guardians finding out.

3. Some people simply just don't have IDs.

There are several different ways to have an ID, it's true. But some people just don't have them.
Not everyone wants a license and not everyone attended school or has a job.
Another option is passports but those are much rarer that the others.

You can do a 7-8th grade level calculation and you have 10 seconds to solve it or else you can't create your account for another day-week
