Executions can only be done in close quarters, not at any range.

How long does it take to use?

Depends on if the character is being chased/moving/sneaking/in actual combat, longest in combat is about 7 seconds, chased takes 3 seconds, moving is 5 seconds, sneaking is nearly 12-16 seconds depending on knife.
